Pilot Impact Assessment Toolkit For Cross Border Co-operation Seminar

The Centre for Cross Border studies and project partners, the Euro Institut hosted a seminar at which the draft Toolkit for the Impact Assessment of Cross Border Programmes and Projects was presented.

The Impact Assessment Toolkit has been developed to assist those with responsibility for the design and delivery of cross border programmes and projects in identifying the core problems that they intend to address; setting objectives; deciding what policy approach is appropriate; what cross-border actions can and should be undertaken; identification of impacts and relevant indicators; and planning for monitoring and evaluation.

The Toolkit is breaking new ground in that it will offer an integrated process that takes into account social, economic and environmental impacts (the three ‘pillars’ of sustainable development) and a fourth, ‘Co-operation pillar’ that will identify impacts specific to cross border co-operation.

A practical tool for those involved in cross border programmes and projects on the island of Ireland, uniquely it has been developed with the specific conditions of the Cross Border Territory in mind; and integrates assessment of the ‘added value’ of cross border co-operation.

This research is particularly timely in light of the European Commission’s increasing interest in investigating territorial impacts of sectoral and structural policies and the increasing focus on territorial cohesion. The Toolkit has, therefore, drawn extensively on the EU Commission’s Guidelines for Impact Assessment. Development of a Cross Border Impact Assessment Toolkit for use in the context of the island of Ireland, must, however, take into account the specific conditions of this cross border territory and the imperatives set out under Strand Two of the Belfast/Good Friday Agreement.

This is one of five research projects based in the Centre for Cross Border Studies in Armagh that are  funded by the EU INTERREG IVA Programme (managed by the Special EU Programmes Body) under the Ireland/Northern Ireland Cross-border Cooperation Observatory (INICCO).
